There have been a number of unsatisfactory aspects of the Community Consultation in relation to SREP 29, the proposed development including Transport Plan, Community Development Plan, the nature of the contamination and the proposed remediation.  

While there is a site specific EIS for the works proposed on the Government's former Union Carbide site and the heavily dioxin contaminated section of the Bay, the scope of the proposed remediation of Homebush Bay was determined without any community consultation and there are many areas of concern either not tested to the satisfaction of members of the local community, or not being remediated in spite of acknowledged problems. The gazettal of SREP 29 was also done without any EIS in spite of the degree of development proposed for the site and its proximity to major wetlands of National significance and its adjoining the Homebush Bay Conservation Area (SREP 24)

A Parliamentary  Enquiry was established in October, 2001 on the motion of the Greens MLC, Ian Cohen with support from Liberal, Labor and Independents. It would be fair to say that the establishment of the Enquiry was driven by the Greens, Liberals, Independents with multi party support from the Council of the City of Canada Bay.
