Description of proposal
The proposed remediation works includes the following activities:
Site Establishment - including site preparation, constructing on-site facilities (offices, amenities and parking), construction of a temporary seawall and containment walls, and commissioning of the Direct Heated Thermal Desorption (DHTD) unit for the treatment of contaminated soil; and
Remediation - staged remediation works commencing in the north of the site and progressing to the south of the site, including excavation of the topsoil/surface fill and deeper lying soils, progressive extension or relocation of the temporary seawall, treatment of excavation water and groundwater, soil preparation, the DHTD process of remediation, the progressive backfilling operations and decommissioning of the DHTD unit. 


Consent authority
Under SREP 29 - Rhodes Peninsula, the Minister for Planning is the consent authority.

Integrated development
Under section 91 of the Environmental Planning and Assessment Act 1979 the proposal is classified as integrated development because it requires additional approvals from the following government bodies: 
· Environment Protection Authority under the Protection of the Environment Operations Act 1997; and
· NSW Waterways Authority under part 3A of the Rivers and Foreshores Improvement Act 1948.


Designated development
Under Schedule 3 of the Environmental Planning & Assessment Regulation 2000, the proposal is classified as designated development and requires an Environmental Impact Statement (EIS).

The DA and EIS will be placed on public exhibition from Thursday 7 November 2002 until Monday 9 December 2002, during regular business hours, at the following locations:

You are invited to make a written submission on this proposal. This submission should include:

· A statement on whether you support or object to the proposal; and
· The reasons why you support or object to the proposal.

Appeal Rights 
If you make a submission objecting to the proposal and you are dissatisfied with the Minister's decision, then you would have certain appeal rights under section 98 of the Environmental Planning and Assessment Act 1979, unless a Commission of Inquiry is held, in which case the Minister's decision would not be subject to appeal.
